Gestion des surâgés au niveau des BDS et EFACAP du bas Nord-Ouest avec l’appui d’ADEMA
L’une des caractéristiques accablantes du système éducatif haïtien est la présence massive des enfants surậgés (des enfants ayant 2 ans et plus de l’âge normal) dans toutes les écoles. Le taux de sur-âgés frôle les 54% au 1er et 2ème cycle du fondamental avec une disparité flagrante entre milieu rural et milieu urbain (63% des enfants inscrits dans les zones rurales à l’Ecole Fondamentale accusent un retard de 2 ans ou plus par rapport à l’âge attendu de la classe, contre 43% pour les zones urbaines). Selon une enquête réalisée en novembre 2021 dans 40 écoles nationales du Bas Nord-Ouest plus de 1439 enfants surâgés ont été dénombrés.
Ce phénomène a des impacts considérables non seulement sur les enfants en particulier mais aussi sur le système en général. Certains d’entre eux, ont un sentiment de retrait, de repli sur soi, de sous- estimation de soi. Ils possèdent des expériences sociales, familiales différentes et parfois ils sont stigmatisés par plus d’uns. On peut dire que l’école haïtienne par rapport à sa forme pyramidale, sa dichotomie, sa structure crée l’inégalité des chances, l’abandon et l’échec scolaire. Lors des caravanes de suivis pédagogiques organisées au niveau des BDS, il a été constaté que les enfants surâgés sont plus présents à partir de la 4e AF et plus particulièrement dans les écoles éloignées des centres-villes.

La gestion des surậgés reste jusqu’à présent un défi majeur auquel le Ministère de l’Education Nationale et de la Formation Professionnelle (MENFP) fait face. Voulant apporter un palliatif à ce problème, les trois BDS du bas Nord-Ouest ont bénéficié d’un appui structurel et financier afin de leur permettre de jouer pleinement leur rôle en tant qu’organe régulateur du système éducatif local. Un appui plus soutenu a été apporté aussi au niveau des « Ecole Fondamentale d’Application et Centre d’Appui Pédagogique » (EFACAP) du bas Nord-Ouest, pour leur permettre d’assumer leur fonction. Pour y parvenir, plusieurs activités ont été réalisées tant au niveau du Programme Education développé par ADEMA, des BDS que des EFACAP. D ’une part, un travail sur l’identification, la gestion de proximité a été mené et d’autre part des Ecoles ont été sélectionnées comme centre d’accueil dans lesquels les enfants sont reçus pour la prise en charge scolaire. Trois enseignants ont été recrutés par les BDS et les directeurs des EFACAP en raison d’un maitre par BDS pour mettre en place des classes accueillant des élèves surâgés. Un coordonnateur a également été recruté ayant pour rôle de suivre spécifiquement les actions menées dans le cadre du volet « gestion des surậgés ».
Au niveau des trois BDS, 62 surâgés reçoivent le pain de l’instruction dont 35 (55,45%) filles et 27 (43,55%) garçons. Il est à noter que les classes spéciales de surậgés fonctionnent très bien. Les maitres, les directeurs, les élèves, les parents sont vraiment impliqués dans la question.
Des plages horaires, des moments de remédiation, des groupes de besoin sont aussi réalisés afin de permettre à ces enfants d’obtenir un résultat satisfaisant. Pour faciliter l’apprentissage des enfants, les maitres des classes surậgés donnent la possibilité à chaque enfant d’utiliser sa propre stratégie d’apprentissage ; par exemple, l’utilisation de cailloux pour effectuer des additions à trous, des chansons, des matériels de rebuts et l’élaboration de petites cartes pour écrire des mots. Des matériels (cahiers, livres, programmes accélérés, crayons, plumes, valises…) ont été fournis par le Programme Education ADEMA pour faciliter l’apprentissage des enfants.
En dépit des efforts conjugués, l’accès à l’amélioration de la qualité des services éducatifs reste encore un défi majeur auquel fait face le système éducatif haïtien. Voulant apporter un palliatif à ce problème, le programme éducation ADEMA appuie les 3 BDS de la région du bas Nord- Ouest dans l’objectif de contribuer à l’amélioration de l’accès à une éducation fondamentale publique de qualité pour tous et pour toutes. Ce travail d’amélioration n’aurait pas de sens si on ne donne pas un appui spécialisé et diversifié aux enfants surâgés en réussite scolaire se trouvant dans les 40 écoles nationales parrainées par le projet. En conséquence, des actions ont été menées par ADEMA afin de réduire de manière considérable le taux des surâgés dans les écoles comme le mécanisme de la passation automatique, l’accompagnement des enfants ayant des troubles d’apprentissage, la formation des enseignants sur les enfants à besoins spéciaux, la sensibilisation auprès des parents, des équipes-écoles sur des thèmes comme le respect de l’âge scolaire et l’importance du préscolaire dans le système. Ce volet vise à procéder à la prise en charge de ces enfants-là afin d’éradiquer progressivement ce phénomène dans les écoles publiques parrainées par le projet. Il permet aussi aux enfants surậgés en réussite scolaire de rattraper des années de retard dans leur cursus scolaire. Ce volet vise également à réduire toutes les inégalités scolaires existant dans le système.
Un remerciement spécial est adressé à toute l’équipe (ADEMA, BDS, EFACAP) d’avoir procédé à la mise en place de cette activité jugée importante. Toutefois, le défi est toujours de taille s’il faut considérer les conditions socio-économiques des parents d’élèves comme l’une des causes des surâgés. ADEMA dans le but de pallier à ce problème mène déjà avec Humanité et Inclusion (HI) dans le cadre du projet Gestion Inclusive des Risques et des Désastres (GIRD) financé par la BMZ, des actions d’appui aux parents vulnérables (voir page 4) mais il en reste beaucoup plus de parents qui nécessitent cet accompagnement social dite personnalisé qui vise non seulement à les rendre résilients sur le plan financier mais aussi sur le plan social.
