Perspectives de développement possibles dans les zones côtières de Bombardopolis notamment La Plateforme
La commune de Bombardopolis est située dans le bas Nord-Ouest d’Haïti, au Sud-Est du Môle Saint-Nicolas. Elle est connue pour ses richesses en matière de ressources naturelles dont les terres cultivables, l’élevage et la pêche. Quand on dit pêche dans cette zone, on ne voit que trois petits villages placés en contiguïté sur la côte Sud du bas Nord-Ouest. Dépourvus d’infrastructures routières, de soins médicaux adéquats et d’autres services sociaux, les ménages sont exposés à des risques de tsunami à cause du placement des maisons sur le littoral. Des actions visant à les rendre plus résilients économiquement sont menées par ADEMA en
partenariat avec « Humanité Inclusion » (HI) dans le cadre d’un programme « Gestion Inclusive des Risques et des Désastres » comme l’accompagnement des associations de pêcheurs, le renforcement des commerçants et des mareyeurs. Malgré tout, d’autres défis persistent à cause des difficultés d’accès à des infrastructures importantes et de sa position géographique.
Le coordonnateur des CASEC de la première section communale La Plateforme, Fetnel Riboul, dans ses propos pense qu’il est important de mener une campagne de latrinisation sur les côtes puisque peu de gens selon lui ont une latrine ; par ailleurs la majorité des ménages pratique la défécation libre, ce qui représente une menace importante sur le plan sanitaire. Sachant que l’ONU à travers ses Objectifs de Développement Durable adoptés en 2015 par l’Assemblée Générale des Nations Unies (au No 6) a fait de ce phénomène, leur cible parmi les mauvaises pratiques à éradiquer. Il faut aussi ajouter que la défécation libre conduit à la prévalence de plusieurs maladies diarrhéiques et épidémiologiques. Marc Emoineson, un jeune ingénieur originaire de la zone pense que les gens se sont habitués et que seule l’éducation et la formation populaire peuvent encourager les habitants à se construire une latrine selon leur capacité.
Le CASEC partage également avec nous sa vision pour reboiser la localité de La Plateforme avec particulièrement des cocotiers qu’il affirme être une plante adaptée et dans cette perspective, sachant que la zone contient 255 familles à raison de 2 cocotiers par familles cela permettrait de replanter plus de 500 cocotiers. En outre, il souligne que les maisons et toute la population sont sous la menace de tsunamis et d’inondations, puisqu’elles sont mal positionnées par rapport à la mer. Selon l’article 12 de la loi du 29 mai 1963, régissant sur la condition minimale d’établissement, « Toute construction nouvelle doit réunir les conditions techniques propres à garantir la santé et la sécurité tant de ses habitants que des voisins et des usagers de la voie publique ». Des discussions sont déjà entreprises pour la délocalisation de la population à risque sur le littoral. Quoique ADEMA de concert avec HI a déjà monté un Plan d’Urgence Communautaire pour ses zones, ces données représentent les principales boussoles du CASEC pour arriver à mettre en place une bonne Gestion des Risques et des Désastres.
Selon Maurepas Merisnel, président de l’Association des Pêcheurs de La Plateforme à Bombardopolis (APPFB), les zones côtières ont des problèmes d’éducation et il considère cela comme l’une des causes de l’exode dans ces zones. Connaissant le potentiel de sa zone en termes de pêche et de grande mer pour accueillir des visiteurs, pour conclure, il sollicite le réaménagement de l’eau qui coule dans les tuyaux, la construction de latrines et l’aménagement de cette route imparable menant vers eux.
Pour couronner ses propos, on s’interroge, si les actions entreprises par les institutions étatiques, les ONGs et les citoyens valent vraiment la peine pour développer la zone ? Ces différentes perspectives, comment vont-elles contribuer à l’accroissement de l’économie à travers la zone ? Les impacts des premières actions entretenues par ADEMA, sont-elles perçues par les habitants particulièrement les pêcheurs, les commerçants et les consommateurs de poissons ?
